FINANCING THE GRAND PRIX DE PARIS. The Societe dEncouragement not only legislates for racing in France, but guarantees the money for races held under its jurisdiction. The Societys funds, however, are exclusively reserved for horses foaled in France, and, touching on this, the Paris correspondent of a London paper says that those who imagine the admission of horses foaled outside the Republic is now or has been contemplated are in error. "They have," he writes, "forgotten the efforts made by the Due de Morny to establish an international race after the Epsom Derby, which would have an enormous and favorable influence on Parisian tradespeople. He explained his ideas on the subject to the president of the Societe dEncouragement, Vicomte Paul Darn, who told the Due that lie would be willing to do everything in his power to assist him, but that it was impossible to run counter to the fundamental rules of the Societe. The difficulty was solved by an eppeal to the Municipal Council of Paris and the five big railway companies, which willingly subscribed the 100,000 francs offered to the winner from 1SG3 to 1S92. It vras doubled subsequently on the renewal of the lease granted by the city of Paris. The throwback given to the lessees enabled the value of this inter-lii.tional race to be increased, by an additional 0,000, while the Societe dEncouragement, unable to contribute towards the encouragement of horses not of French nationality, offered a breeders premium of ,000 in the event of the winner being bred in France. All international races under the rules of racing derive their origin from special donations, and there is not the remotest chance of the turf in France being thrown open, save on special occasions, to horses from outside the country, or deriving any benefit from the reserve funds of the Societe dEncouragement."
