WEST AUSTRALIA RACING LEGISLATION. Bill, Which Passes Second Reading, Considered in Serious Light by Turfmen. Perth, West Australia, November 24. The second reading of the West. Australian totalizator duty bill, which increases the treasurys percentage from 2Va to 5, and secures to it fractions and unclaimed dividends, was carried on Wednesday night by 110 votes to 18. Opposition members declared that the measure would not produce the revenue expected, and that it would kill racing. The Premier Mr. Wilson said that the government proposed to tax luxuries. If members were not going to support the government in reasonable financial proposals to raise necessary revenue, tins sooner they got someone else to lead the government the better. If racing people could not stand the extra -V per cent, on totalizator investments, let them close down. The Labor party voted solidly against the bill and tiie Liberal and Country party solidly for it. In the Legislative Council a petition bearing 7,000 names against the gambling suppression bill was presented by Mr. Ardagli Labor on behalf of the bookmakers. It asked the government to take control, also to curtail racing, license bookmakers and, instead of increasing the totalizator duty, charge stamp duty on betting tickets and impose a license tee for bookmakers.
