LEGALIZING BILL IN AT SPRINGFIELD. Senator Denvir Introduces the Same Measure for the Relief of Racing as That of 1915. Springfield. 111.. January 30. — A bill to submit to a refeii ndum vote a plan to legalize horse racing in Illinois and to permit betting by means of the pari-niutuel machines, was introduced in the senate today by Senator John T. Denvir of Chicago. With a few modifications, it is identical with the bill Offer d by him in the last legislature. The bill proposes to create a state racing commission of three members to be appointed by the governor. The bill weald give them authority to grant licenses for running or trotting races to one racing organization in each county. 75 per cent of the stock of which was owned by residents of Illinois, .•dditional raefcaj would be permitted in Chicago by a provision that additional licenses might be issued for every 500.000 additional population. The measure prohibits any betting other than that by the iniituel machines. It proposes a regulated admission charge of for every grandstand seat and 10 per cent of all receipts are to go to the state. All surplus money from the operation of racing after the expenses of the commission were paid would lie devoted to a fund for orphans, foundlings aud illegitimate children. a cording to the terms of the hill.
