PLANNING AHEAD FOR TIJUANA RACING. San Francisco. CaL, June 27. — James W. Coff-roth, president of the Tijuana Jot-key Club, is preparing to compete with the high cost of living so that the races can go on in Southern California next winter. H.1 states in a letter that he has purchased 1000 tons of hay and 400 tons of grain, which will 1k sold to the horsemen at cost when the Tijuana meeting opens. Coffroth figures that the prices on the hay nnd grain will jump with the war on and lie wants to protect the horsemen. The Jockey Clubs head is still in San Diego making arrangements for the racing next winter.
