GENERAL NEWS NOTES OF THE DAY. A dispatch from Paris to Washington announces that the second contingent of Aasericnn troops arrived in France and disembarked yesterday morning. The troops landed amid the frantic cheers of the Maple, who had gatlurcd for hours before in anticipation of duplicating yesterday** surprise. Enthusiasm rose to fever pitch when it was learned that the transports and convoys had successfully passed the submarine zone. The port where the troops landed was speedily bef lagged in honor of 1 the occasion. A war excess profit tax upon corporations, partnerships and individuals of about 10 per cent — double present rates — and no change in the proposed taxes upon publishers — i per cent upon their net profits, plus a postage increase of a quarter cent a pound — -were forecast by senate finance committee members yesterday as they worked toward completing the war tax bill. The council of national defense advisory commission, working in conjunction with coal operators meeting at Washington, yesterday adopted a resolution tending to stimulate production and to fix "Immediately a fair and reasonable price on coal t. o. b. cars at mines in each district." The Peninsular and Oriental liner Mongolia struck a mine oft Bombay June 23. The passengers and crew nave arrived at Bombay. The mail* are believed o have been lost.
