JAMES W. C0FFR0TH IN THE EAST San Diego, Cal., December 4. President James M W. Coffroth of the Lower California Jockey Club is on his way to Washington, expecting to reach the capltol by Wednesday. While he has not divulged the-nature of his mission cast, it is presumed that he has not given up all hopes of conducting rncing at Tijuana and is seeking a modification of the regulations relative to Americans leaving here for and returning from Tijuana across the border.
