GENERAL NEWS NOTES OF THE DAY Vladivostok, Russias principal Asiatic port, and gateway for the trans-Siberian Railway, with Anfur Province, have both declared their independence, according to reports from Tokyo. A provis-. ional government has been established. A ministry for the new republic met and sent notification of the sections independence to other self-governing districts of Russia, it was stated. Official circles in Tokyo had not. received any formal confirmatory advices on the rejort, but it was generally accepted as true. The loss of Vladivostok to. the Bolsheviki, or to any other Russian faction, not representative of the whole nation, is a serious one to the allies, because of the vast quantity of supplies and munitions stored there. Following the arrest of a large numler of German residents by the military authorities, It was learned that another holoeause was narrowly averted when a company of riflemen Iwarded the Britisli steamer Picton, laden with munitions, and throw overboard a quantity of blazing cargo. The action prevented an immediate explosion and the ship was taken to sea and sunk. In the inquiry members of the crews of the steamers Imo and Mont Blanc have been taken before a court.
