GENERAL NEWS NOTES OF THE DAY Charles H. Feige was shot and killed by United States army patrols when he attempted to cross the river to Mexico from El Paso. Feige was believed to have been a German spy, and when his papers were examined, a notebook, drawings and ground plans of troop camps. Fort Bliss and other fortifications, and information of military value were found. He also carried a camera with him and was believed to have .been obtaining information for transmission to Germany through Mexico. A German aeroplane was brought down and Its crew of three captured in one of two German raids Saturday night announced by Lord French, commander in chief of Jiome defense forces. The first attempted raid was over the Kentish coast. Of this party of aerial bomb droppers . one machine, a Gotha, was downed. The second raid occurred at 0:30 p. in. A few bombs were dropped, over tlie Isle of Thanet. No casualties were reported. Reports from Brest-Litovsk declare it has been held desirable from the standpoint of principle that all belligerents participate in .the peace .negotiations now beng conducted there. Both .sides, it was stated, had decided. to invite France, Britain, Itajy and the United States, to send delegates. The Germans consider it necessary to know .the allies reply before opening formal negotiations. A resolution has been adopted in the Chamber of Deputies, depriving former Premier Joseph Cail-laux of parliamentary immunity in the accusations against him for alleged treasonable, dealings with the enemy, Tlie vote on the resolution was 417 to. 2. A similar resolution in regard to Deputy Louis L.oustalot was adopted with a show of hands by the chamber. Germans have advised the Swedish embassy to warn Swedish subjects to leave Petrograd "In view, of expected occupation of that city." according to reports circulated in the Russian capital. Riot? Ing is reported. Wine shops- have been demolished and sacked, resulting In wild orgies and pitched fighting in the streets with rifle and machine gun fire. The Norwegian foreign office announces that the Norwegian steamer Ingrid has been torpedoed and that only four members . of the crew were saved. Tie Norwegian .steamer Borgsten also has been torpedoed and two of the sailors killed.. The British armed steamer Stephen Furness has been torpedoed and sunk by a German submarine in the Jrish. -.channel, it, was officially announced.
