ENGLISH BETTING AGITATION LONDON England March 27 Last Thursday In the house of commons the question of parimutuel or totalisator betting cropped up LieutColonel Woigall asking whether in view of the present state of the nations finances and as a temporary measure tlie government would consider the institu ¬ tion of tlie totalisator in this country on every race course aiid leyy a charge on its use The reply was somewhat significant that the chan ¬ cellor cannot anticipate his budget statement but whether this may be taken to indicate that some such idea is to be adopted or whether it was merely a general answer with no bearing upon the provisions of tlie budget at all remains to be seen Commenting on the matter Audax in Horse and Hound writes For my own part I favor the introduction of the totalisator not temporarily or as a measure for securing revenue but permanently and as a means of improving racing and breeding to mention no other advantages At the same time tlie principle of licensing of bookmakers should be adopted a fairly heavy annual foe being charged for the license and I am of the opinion that the responsible iKMicilers and we want no others vyould welcome this means of regularizing their position
