JOCKEYS SEEK STARTING REGULATION REGULATIONAn An odd incident turned up in connection with the running of the race for the Habraham Plate at Newmarket England April 24 In the field of eight horses were Tom Pepper and Warwick They were second and third choices in the betting The field was fractious and while the pair were turned away from the webs starter Allison dispatched the horses Both were left After the race jockeys Shatwell and Flanagan reported the starter fo neglect to the stewards He admitted that wliil watching other horses he had overlooked Ton Pepper and Warwick The stewards exonerated til starter and declared that on no account sliouhl tli chances of other horses be sacrificed because som in the field were unruly The novelty was in tli jockeys initiative about starting tactics and disci ¬ pline 1
