AMBITIOUS PLANS FOP. NEW ORLEANS SARATOGA SPRINGS, N. Y., August 2i. President McClellan and general manager Eddy of the Business Mens Racing Association arrived today from New Orleans in the interest of the Fair Grounds. They made known quite ambitious plans to the horsemen for the coming winter meeting and stated that progress on improvements at the Fair Grounds were making great headway. "The Fair Grounds will hardly be recognizable to former visitors," said Mr. Eddy. "We have moved the City Park stand over to the Fair Grounds and placed it in the position where the old Fair Grounds stand stood before the fire. The track proper has been practically rebuilt and the bad places that were of such annoyance have been excavated and this trouble entirely eradicated. There has been a uniform resurfacing of the course .to a depth of eight inches, the soil for this purpose being secured from the City Park track. The drainage has also come In for general attention, and in this we have been aided largely by the city. A three-foot rise of ground around the stable yards and approaches has also been effected, and the stables have come in for special attention. Every stall has come in for close inspection and been painted on the inside according to a government sanitary formula. The roofs of all stables have been rebuilt and new stables erected on every available space of stable-yard ground. The sanitation in the stable yards has also come in for considerable notice, and lavatories of the most modern style erected at various points."
