TOM WELCH TO SAIL FOR FRANCE SARATOGA SPRINGS, N Y., August 20. Tom Welch, who trains the horses that belong to Mr. Joseph E. Widencr, will sail for France about the first or fifteenth of November, the date depending upon the. conditions of racing and work for his horses during the latter part of October. "If I have horses fit to run the last week in October I shall not sail until about the fifteenth," said Mr. Welch," but if I have nothing to run I shall go about the first. I cannot tell yet how long I shall stay. This all depends on Mr. Widencr. He has a number of. foals and brood mares there to be looked over and I dont know what he intends to do, .with them. It is more than probable I shall be back about the first of next year, having no intention of staying there at the present time."
