GENERAL NEWS NOTES OF THE DAY CHICAGO, 111., September 3. Weather forecast: Illinois Mostly cloudy in north, fair in south portions tonight and Thursday; somewhat cooler in extreme north portion. Missouri and Kansas Partly cloudy tonight and Thursday; not much change in temperature. General forecast Mostly cloudy weather will-prevail -throughout this forecast district, with showers over a considerable area from the Mississippi Valley to the Rockies. The temperature will not change materially. BUFFALO, N. Y., September 3. The radical element among the 15,000 railroad shopmen of Buffalo and vicinity was reported today to be rapidly gaining control and, despite efforts of the union leaders, a general strike is anticipated before the end of the week. Following a meeting last night the men issued the following statement: "We might just as well starve without as within the shops." BERLIN, Germany, Tuesday, September 2. One million marks nominally 50,000, the indemnity paid to France for the killing of Sergt. Paul Mannheim in Merlin last July, was the gift of a private person desirous of seeing the matter settled, according to the Vossische Zeitung. It says the money was paid on the express understanding that it should bi! handed to the Red Cross. HELSINGFORS, Finland, Tuesday, September 2. Admiral Cowan, commander of tiie British squadron in the Baltic, has arrived here in connection, it is understood, with preparations for an attack on Pe-lrograd. The admiral intends, it is said, to confer with members of the British military mission on the plans for the attack. NEW YORK, N. Y., September 3. Settlement of the actors strike within twenty-four hours was confidently predicted today by members of the Actors Equity Association. ,
