NEW YORK BETTING AMENDMENT ALBAXY X Y March 20 A check is aimed at the present betting system in a hill that was introduced Wednesday by Assemblyman Nicholas M P jtte Republican of Queens The hill would add a new section 9SOA to the penal law pro ¬ viding that a person shall be guilty of bookmaking ven where no record is made if he shall solicit or make generally with the public bets or wagers or accept same or shall on same occasion make bets accompanied with delivery of the money so bet betBetting Betting without record in writing and the pass ¬ ing of money at the track has been carried on without much interference at race tracks in this state The courts generally have shown an inclina ¬ tion of interpreting the antigambling provisions of the penal law most liberally
