MARYLAND COMMISSION ABOUTS FACE HALTIMOHE Md May 23 The State Racing Commission has adopted a licensing rule for horse trainers and jockeys and at the same time Attor ¬ ney Ceneral Armstrong ruled that the commission had not the authority to compel the track man ¬ agers to recognize such licenses as mandatory mandatoryTlio Tlio adoption of the rule was by a vote of two to one chairman Stuart Oliver voting in tho nega ¬ tive The action taken by the commission war an ¬ nounced at tin same time that the commission gave out a copy of Mr Armstrongs opinion to tho effect that while it had the power to liicnse the track manager had power to keep the licensed jockey or trainer off the track If a jockey or trainer should be thus rejected by the track man ¬ agers his only recourse would be to the courts
