SEFUSE APPLICATION OF NEW TORONTO RACE COURSE TORONTO, OnL, July 13. The Ontario government, at a cabinet meeting last night, decided to refuse the application of the Belleville Driving and Athletic Association, which proposes to build a new race track at Port Credit, near Toronto, for supplementary letters patent authorizing an issue of half a million dollars worth of capital stock. In a statement issued by Hon. H. C. Nixon, provincial secretary, it was said that what was asked for by the association was practically a new incorporation ; that the granting of the application would facilitate the establishment of another race track betting house ; that it would encourage trafficking in charge of race track betting purposes, and that similar applications were pending. On these grounds the application was refused. James E. Day, IC C, solicitor for the association, stated that funds for the construction of the new track would be secured through an issue of bonds. He regarded the government refusal as a serious infringement of the rights of constitutionality of incorporated companies, but stated that it was not likely that the association would take its case to the courts.
