ANOTHER SCANDAL IN FRANCE SPECIAL CABLE. PARIS, France, August 17. William Flat-man, a prominent trainer, is the latest victim of the investigation into alleged "doping" of race horses on French tracks. His license was withdrawn by the stewards of the Societe dEncouragement, because of "doping" charges against him. Flatman is the second trainer to lose his license since the investigation started. J. Portefin, another prominent trainer, was barred several weeks ago on similar charges. ;
