GEORGE STRATE VISITS BOWIE BOWIE, Md., November 22. George Strate was an arrival this morning from California en route to New York and reports that the construction of the grandstand and other buildings at Tanforan is progressing smoothly, but he deemed it doubtful that the plant will be completed before the latter part of February and racing may not commence until March. Strate was formerly manager of J. H. Rosscters Wikiup Stud in California. He will later leave for Kentucky, then to his homo at Santa Rosa, Cal,
