ORDER HORSE SCRATCHED NEW ORLEANS, La., Dec. 23. The stewards ordered Shirley Louise scratched from the first race on account of a ruling made last March by the Jefferson Park stewards, at which time they ordered her entry refused. At the time they made the ruling against the mare they also made a ruling against her owner, Mr. R. L. Carter, denying him all privileges, including admission to the grounds, for using intemperate language towards the placing judges. Judge Joseph A. Murphy and J. B. Campbell today restored to good standing R. L. Carter, who was denied all privileges last March at Jefferson. " They also reinstated the filly, Shirley Loxiise. Jockey Zucchini was suspended for three days by the starter in the second race.
