MARYLAND CIRCUIT RULING Trainers Duties Outlined in Case Where Horse is Reported to Carry Blinkers. BALTIMORE, Md., April 14.— The following order, one which will be effective throughout the Maryland circuit, was posted by the stewards: "When a horse is reported to carry blinkers each trainer wiil be required to have his own blinkers in the jockeys room at time of checking." State racing- commissioners Mudd and Spencer held an informal conference with A. J. Cummings. president of the Laurel track at the commission offices during the morning. Nothing of importance resulted, according to commissioner Spencer. It is reported from other sources that the subject of the much needed improvements, including the building of a new grandstand, will not be taken up for ratification by the commission until after the annual meeting of the associations stockholders. That will occur during early May.
