Here and There on the Turf Detroit Opens Auspiciously The Jockey Club Revenues Illinois Rule Changes Racing was heartily welcomed for its long meeting at Detroit Thursday This season to continue for 120 days is to have an im ¬ portance never before enjoyed and should the enthusiasm and interest of the opening day be sustained it will be a notable widen ¬ ing of the turf map mapAt At the opening of the new sector a new track record was established when C V Whitneys Clotho raced six furlongs in 110 to win the Detroit Handicap which topped the progam Thomas Healey sent a considerable string of the Whitney horses to Detroit for the long season and it was an auspicious start when the son of St Ger ¬ mans took the opening feature and in new track record time That was not the only Whitney score of the day Mrs Payne Whit ney aunt of C V Whitney had her Green tree Stable silks carried to victory when Blackbirder beat a band of juveniles It is of big importance to any season of racing when horses from two such racing establish ¬ ments are attracted attractedWith With the inaugural of the Detroit season announcement has been made of the method whereby the saliva tests will be conducted to combat the use of stimulants Briefly only horses suspected of having been stimu ¬ lated will be subjected to the test The owner Continued on twentyeighth page HERE AND THERE ON THE TURF Continued from second page of such a horse will be permitted to retain his own veterinarian to defend him when charges are brought and he will have an op ¬ portunity to prove his innocence innocenceWhen When a trainer has reason to believe his horses have been tampered with he is re ¬ quired to report his suspicions to the official veterinarians and this will result in the scratching of the horse and the refunding of madeShould any wagers that may have been made Should a trainer fail to report the condi ¬ tion of his horse when he has reason to believe that he has been tampered with he responsibilityThese will have to accept all responsibility These precautions should pretty well coyer the stimulating evil for the meeting and it is decidedly different from the method in Maryland where two races are chosen by lot and from these two the saliva test is made of the winners winnersThere There are few horses that are stimulated for a race that will not show some evidence of the use of the stimulation in the paddock or on the way to the post and they seem to be the logical ones to send to the testing box While the general impression has been that The Jockey Club revenues just about took care of the various works such as the publication of the Stud Book the conduct of the registration office and the publication of the Racing Calendar as well as some other activities considerable income tax must be paid paidUnder Under the recent ruling of the Board of Tax Appeals in Washington the assessments for 1927 1928 and 1929 under this ruling must be met For the years these taxes were assessed at 1296 1236 and 1018 It had been the contention of The Jockey Club that its nature as a nonprofit membership corporation made it exempt from such taxes taxesThis This decision by the Board of Tax Appeals denies the exemption It is interesting to know that The Jockey Club has made its many important functions pay so well that such taxes are imposed Chicago will begin its long season of rac ¬ ing Thursday with the opening of the Wash ¬ ington Park meeting for a season of twenty seven days and there is every prospect that it will be the beginning of a great session of sport Col Matt Winn has good reason for a prediction that the meeting will be better than any that has gone before after the tremendous interest that was taken in the DerbyNot Kentucky Derby Not in years has Churchill Downs at ¬ tracted such a representative gathering as attended the recent renewal and it is an unfailing index of the general racing in ¬ terest Already the reservations at Washington Park are greatly in excess of those made a year ago while it is assured that there will be a greater number of the best stables of the American turf show their thoroughbreds through the meeting meetingNaturally Naturally the American Derby with its added money value of 25000 is the bright and particular feature of the meeting and the positive assurance that Cavalcade win ner of the Kentucky Derby so gallantly for Mrs Isabel Dodge Sloane will be started lends greatly to its importance importanceIn In all the runnings of the two great races Spokane back in 1889 has been the only winner of both Derbys and should Cavalcade keep his health he seems to have a royal chance to repeat that double Of course there was a long lapse in the American Derby or some other double winners might have been shown shownAfter After High Ball was winner for Walter Sheftel in 1904 the American Derby was not renewed until 1926 when it went to Edward Rj Bradleys Boot to Boot
