REPORT NO CHANGE IN INJAPANS JAPANS FOREIGN POLICY TOKYO Japan Oct 31 Amid reports that Japan may shortly scrap the ninepower treaty guaranteeing Chinese territorial in ¬ tegrity Nippons foreign office was given a new chief today Hachiro Arita former ambassador to China was named foreign minister to succeed General Kazaushige Ugaki who resigned In a dispute with the war office over which branch of the gov ¬ ernment was to control the Japaneseoccu ¬ pied areas of China Owing to the circum ¬ stances of Ugakis resignation plus the fact the army is now riding on the crest of public acclaim because of the Canton and Hankow triumphs it was assumed Arita has the ap ¬ proval of Japanese militarists Upon taking over the foreign ministry Arita issued a terse statement in which he declared There will be no change in the Japanese foreign policy I shall act in accordance with the policy already fixed at the same time endeavoring to minimize international friction
