NEW YORKS LATEST RULING Racing Commission Adopts Another AnotherPrecautionary Precautionary Measure in Fencing Fencingand and Policing the Stable Area YONKERS N Yf July 21 In conforming to the policy taken by the New York State Racing Commission and the racing associa ¬ tions along several lines looking towards the protection of the public another precaution ¬ ary measure has been adopted adoptedHerbert Herbert Bayard Swope chairman an ¬ nounced that the commission passed a ruling yesterday requiring the racing associations to install suitable fencing and policing of the stable area on every track within thirty miles of the one at which a meeting is being held This regulation was created because of the New York practice of stabling at the various tracks and vanning horses to another for a race raceThe The new rule is supplementary to the sys ¬ tem already placed in force by the commis ¬ sion with regard to checking the horses vanned from one track to another to pre ¬ vent ringing the prerace physical ex ¬ amination and photographic identification of all starters and the urinalysis and saliva tests testsThe The rule as adopted reads During the period in which a race meeting is being conducted within thirty miles of property each racing association shall be required to have its stable area enclosed by suitable fencing and to keep watchmen at the gates during twentyfourhour periods to control admission thereto
