Detroit Changes Rule On Apprentice Riders RidersPermits Permits 10Pound Allowance for Boys on Contract Owners Mount MountDETROIT DETROIT Mich June 3 A revolution ¬ ary rule pertaining to apprentice jockeys permitting a 10pound allowance Instead of the previous five for use of the bug and prolongation of an apprentices al ¬ lowance for a possible twoyear period is to be instituted at the Fair Grounds be ¬ ginning Monday June 5 5The The rule allows an apprentice con ¬ tracted to an owner or trainer for no less than three years to claim 10 pounds allowance in all overnight races except handicaps until he has ridden 40 winners If the 40 winners are piloted within a one year period the apprentice may for the balance of that year claim a five pounds allowance And furthermore should the apprentice remain with his contract em ¬ ployer a five pounds allowance may be claimejd for a years time from the day he rode his fortieth winner winnerThis This innovation was worked out between W J Dowling Michigan racing commis ¬ sioner and the local board of stewards Jack S Young James C McGill steward representing the commission Charles A Bray and Alex Copland They are of the opinion that a wide range of allowance will bring about recruits to the sorely needed ranks of apprentices apprenticesThe The rule in its entirety is as follows followsA A boy who Jias of his own free will if under age with the consent of his par nte or guardian or if of age by his own volition bound himself as an apprentice to any owner or trainer for a period of not less than three years by a written contract a certified copy of which shall be lodged with the state racing commission and after showing proof of at least one year of service with a racing stable may if granted a license claim 10 pounds allow ¬ ance in all overnight races except handi handiContlnued Contlnued on Page Three Detroit Changes Rule On Apprentice Riders RidersPermits Permits 10Pound Allowance for Boys on Contract Owners Mount MountContinued Continued from Page One Onecaps caps until he shall have ridden 40 winners If he shall have ridden 40 winners during a period of less than one year from the date he rode his first winner he may claim a fivepound allowance for the balance of such year In addition should the appren ¬ tice remain under contract to the owner or trainer to whom he is bound he may claim a fivepound allowance on horses the property of his contract employer or such as may be under the direct care or superintendency of a trainer holding the contract for a period Of the second year from the day he rode his JirsI winner or for a year from the day he rode his forti ¬ eth winner should this occur after the lapse of the first year Provided however that should the contract be held by a licensed trainer any horse for which the allowance is claimed must have been under the direct care or superintendency of such trainer for a reasonable time previous to the race in which the allowance is claimed Allowance under this rule must be claimed at the time of entry and shall not be waived except by the consent of the stew ¬ ards after they have determined that a competent apprentice is not available
