Phillips Commended for Work DELAWARE PARK Stanton Del May 31 Cecil Phillips who is subbing for George Palnier as the Delaware Park starter for the first two days of the meet ¬ ing was complimented by horsemen and other officials for the clever fashion in which he handled the 14horse field of Saturdays Wilmington Cap Normally Phillips is first assistant to Palmer who worked at Garden State Park Saturday and today and will take up his duties in the starters stand tomorrow
