New Jersey Report By FRED GALIANI Trainers Oppose Apprentice Rule Hinders Developing New Jockeys Plan Protest to New Jersey Board BoardGARDEN GARDEN STATE PARK Camden N J May 5 There is widespread opposition on the part of trainers against the newly promulgated ap ¬ prentice rule The new ruling reads Any male between the ages of 16 and 25 who has never been previously licensed as a jockey in any country and has of his own free will and if under age with the written consent of his parents or guard ¬ ian bound himself to an owner or trainer for a period of four years by written contract approved by and filed with the New Jersey Racing Commission and after at least one year service with a racing stable may claim in all overnight races except hanci caps the following allowances 1 five pounds until he has ridden 100 winners 2 two pounds additional for the entire duration of the contract when riding horses owned or trained by his original contract employer provided the contract has not been transferred sold or canceled canceledA A A A AThe The allowances thus are When rid ¬ ing horses owned or trained by the original contract employer up to 100 winners 7 Ibs when riding for other employers 5 Ibs when riding for other inal contract employer after 100 winners Z Ibs For the duration of the contract not to exceed four years Trainers feel that this new ruling is harmful and will prevent the development of new riders It is not uncommon for a bug boy to ride 100 winners in four months or so They feel that it would pit him against jour ¬ neymen riders too soon and from their standpoint they have little to grain in developing new riders It takes time to turn out a jockey After a lad has rid ¬ den 50 winners and he looks like a good prospect a trainer would like to keep the boy from riding outside mounts in order that he may have1 the advantage of the bug for himself Then again some state if a boy has ridden a number of winners in a short time there would be less of a chance of selling the contract as there is an early prospect of him los ¬ ing his allowance In either case an ap prentice gets less chance to ride The HBPA is going to file a protest against the ruling with the racing commission shortly and what action will be taken is a matter of conjecture conjectureA A A A AFrederick Frederick Pat Farrell secretary at Ar ¬ lington and Washington Parks arrived from New York on his tour of the tracks in the interests of Chicagos twin plants He leaves Thursday for Pimlico where he is an official Danny Shea Jr has branched out on his own as a trainer Successful these last five years with his fathers horses he hopes to do the same with his public stable He arrived this morning with four horses one of which is the property of Mrs Emory Mallowan widow of the late publicity director at At ¬ lantic City Mr and Mrs M W OCon ¬ nor owners of La Corredora stopped off for the day to see their horses trained by Carl Hanford and take in the races They plan a Chicago visit shortly T W Baker Jr who has some horses here in care of E W King took time but from his building enterprise for the races He purchased 100 acres from King recently on which he is constructing Marlton Hills a new housing development developmentA A A A AApprentice Apprentice Elias Duran registered his tack in the jocks room Born in New Mexico he is of Spanish descent has ridden in 14 races and has one winner His contract was just purchased from Charles Borwn Jr by Frank Gilpin Donald Ross president of Delaware Park and party journeyed here Tuesday to watch his Brandywine Farms Waila perform but unfortunately not too well William Helis Jr left over the week end for Paris where he will spend some time and later on journey to Athens AthensA A A A AMrs Mrs Francis Duers Charles Jr has just returned from Churchill where he was a guest of Noble Threewitt trainer of Correlation the Derby choice Charles leaves Friday for Detroit and the MRA track on business Stanley Small right up with leading riders in the nation has checked in and wilL swing into action He is under contract to Bayard Sharp and has given second call to E K Bryson Small rode his first winner here last year on April 29 and is now a journey ¬ man rider His agent is Walter Van who also has apprentice Nick Fernicola
