NCAA Acts Against Seven Colleges Border Conference Is Also Penalized PenalizedFailure Failure to Observe Rule On Tryouts for Athletes Found to Be Chief Offense OffenseBy By the United Press PressSeven Seven member colleges and one member conference were penalized by the National Collegiate Athletic Association council Saturday chiefly for trying out prospective athletes athletesThe The stiffest penalty was levied against North Carolina State College of Raleigh placed on probation for one year until May 7 1955 and ruled ineligible for par ¬ ticipation in the National Collegiate basket ¬ ball championship next spring springKansas Kansas State College also was placed on probation for one year but no restriction was placed upon its competition in future National Collegiate championships championshipsSeton Seton Hall University was severely cen ¬ sured and reprimanded while the same penalty was levied against the Border In ¬ tercollegiate Conference and four of its members HardinSimmons Texas Tech West Texas State and the University of Arizona ArizonaIt It was the third time since abolition of the sanity code that the council an 18 man body with the greatest powers of any NCAA group has imposed penalties penaltiesTwo Two Reprimanded Last Year I ILast Last year Michigan State and Notre Dame were reprimanded and censured for trying out athletes and Arizona State was placed on probation for two years and ruled out of national championship com ¬ petition for one year for the existence of an off offcampus campus fund to aid athletes athletesTwo Two years ago Midwestern University Wichita Falls Tex was reprimanded for trying out athletes Bradley University was reprimanded and censured and ruled out of the national basketball tournament for one year yearKentucky Kentucky was placed on probation for one year and in support of Sputheastern Conference action its competition over the regular season and in the national cham ¬ pionship in basketball was canceled for one year yearThe The council penalized seven institutions before the sanity code was dropped but the convention failed to uphold their action actionThe The council said it had received a report from the infractions committee that North Carolina College has followed at least in 1950 the practice of paying the transporta ¬ tion costs of prospective athletes to visit the campus and in addition that college coaches tried out prospective basketball players and to a less extent football players during the 195253 college year as well as previous years yearsAction Action Supports Atlantic Conference The council action supported the tlan tic Conference in placing North Carolina State on probation and in ruling 11 pro ¬ spective basketball players who were tried out during May 1953 ineligible at North Carolina State StateNorth North Carolina States athletic practices and procedures on transportation and try outs of prospective athletes will be re ¬ viewed by the infractions committee next year yearKansas Kansas State was found guilty of trying out prospective football players in 1951 and three prospective basketball players in January 1952 1952Seton Seton Hall was found guilty of trying out basketball players over an extended period The council said that an estimated 90 athletes were tried out in 1952 and ap ¬ proximately 170 in 1953 1953The The Border Conference was penalized for rejecting twice legislation which would have prohibited tryouts of athletes and its four members for trying out in varying numbers and at varying times during 1950 and 1952 1952The The athletic policies and practices at Kansas State also were made subject to review by the infractions committee prior to expiration of the probation on May 7 1955 1955A A spokesman for the council said the present authorities of Kansas State Col ¬ lege had initiated positive action in cor ¬ recting the situation prior to inquiry by the committee on infractions infractionsThe The administrations at all institutions penalized as well as the Border Conference were commended for their cooperation in the NCAA investigation and at North Carolina and Kansas State the authorities were further commended for prompt and positive steps and aggressive and posi ¬ tive action in correcting the faults and in attempting ta comply with the NCAA
