THE NEW BOOKMAKER-OWNER RULE. Cincinnati, O., September 24. Colonel Milton Young of the Kentucky Racing Commission Is at Latonia. The question was brought up as to the rule passed by the commission recently as to bookmakers who own horses. Colonel Young said there .would be but one construction, for the rule reads that a man shall not race, train or ride and make book at the same time. The mere presence of a mans horses at. the track, even if they are not raced, would prevent him from booking.
