PENNSYLVANIA BILL STRIKES SNAG Ilarrisburg Pa April 1C The bill creating a state racing commission and legalizing pariniutue betting was defeated in the senate yesterday by a vote of eighteen to fifteen the measure lacking six votes to pass There was no discussion on the bill Later the bill was reconsidered and placed on the postponed calendar Senator ratlin the author first voted yes and when he realized that the measure was defeated he changed to no so as to be in a position to move for reconsideration
