TO ANNOUNCE PLANS THURSDAY. New York, July 2. J. Russell Soley, counsel for the mpire City Association, said today that his clients will certainly conduct a running raco meeting at the Yonkers track in August. "All I care to say at present," said Mr. Soley, "is that the meet- . ing will be held. Possibly by Thursday morning we will be in a position to make public our plans." Chairman AAadsworth and II. K. Knapp of the State Pacing Commission held a conference yesterday and the license to the Empire City Association for racing will be issued forthwith.
