AFTER BOOKMAKER-HORSE OWNERS. Lexington, Ky., July 12. A rule intended to wlc out the bookmaking horse owners in Kentucky was presented by Colonel E. F. Clay at the meeting of the State Racing Commission Wednesday, and it is understood that it will be unanimously adopted at the next meeting. In substance the rule prohibits any man from making a book on a race in which one of his horses Is running.
