CELLA WANTS ALL CASH, NO NOTES. New York, August 13. There is a hitch In the deal between Louis A. Celia and the Kentucky State Fair Association for the transfer of the Douglas Park track at Louisville to the fair association. Commissioner Vreeland and the committee representing the fair association want to par balf the purchase price in cash and give notes for the remainder. Celia wants all cash down. John Hachmeister came here yesterday for a conference with Matt J. Winn, who, as the representative of the holding company at Louisville, arranged the deal for the sale of the track, and left last night for Saratoga to have another conference with Mr. Celia,
