RULE AGAINST BOOKMAKER-OWNERS. New York, September 19. It Is said that the Jockey Club is seriously thinking ot passing a rule to the effect that bookmakers operating on the local tracks cannot own or run horses in which they may have an interest. It has been set forth that It is not tor the best interests r the turt to have such close relations between the paddock and the betting ring as exist in some cases at present.
