PROPOSED ARKANSAS RACING MEASURE. Hot Springs. Ark.. December 15. Dan A. Stuart, who. with John Condon, of Chicago, owns the Oak-lawn track, has arrived here and has had several conferences with a committee of citizens named by the Business Mens1 League, regarding the action to be taken at the coming session of the legislature towards the modification of the Amis anti-betting law. This committee has formulated a bill providing for a commission and certain restrictions, which is entirely satisfactory to Mr. Stuart, who said that racing was assured under these conditions. The bill will lie known in the legislature as the Business Mens League bill and will lie presented in the house immediately after that body convenes. Between sixty and ninety days racing on alternate days, divided into spring and fall meetings, are provided for in the substitute bill. The only time racing may Ik conducted on consecutive days is luring the ten days of the state fair in the latter part of October, but these days will not be taken from the sixty or ninety days allowed the regular track interests. .Members of both the senate and the house are said to be friendly to tills measure and it is generally believed that it will pass.
