TAMPA PLANT WELL UNDER WAY. Detroit, Mich.. August 1. J. TJ. Strode, arrived this morniis from Tampa, Fla.. where he has been arranging the. preliminaries for the construction of the mile track on which 100 days of racing will be conducted next winter. He reports that work on the plant has started and that the builders are well ad-, vanced in shaping the course itself. The ground Is level and very little grading is required. Two elgh teen-inch tills are all that are necessary in that direction. The contract for construction calls for the completion or the track in every particular by No-vemlHT 15. Mr. Strode will return to Tampa before the first of next month, as on that "date there will be a meeting of the stockholders to elect a board of; directors and select officials.
