PROVISIONS OF MISSOURI BILL. St. Louis, Mo., January 13. The bill to establish a state racing commission in Missouri has been drafted for presentation to the legislature. The measure provides for the appointment of a commission of five persons by the governor, three of whom shall be breeders and raisers of thoroughbred stock, to regulate the siort of racing. It is provided that racing shall be conducted only between June 1 and November 1, between the hours of two and six p. m.. exclusive of Sundays and that licenses may be issued to corporations to accept and register bets by the pari-niutnel method only. It is further provided that six per cent, of the gate receipts at all meetings shall be paid into the state treasury to be expended for the construction of a state highway from St. Charles to Independence by convict labor. Under the terms of the bill licensed racing associations will not be permitted to operate- a free gate and are enjoined from admitting minors other than employes into their premises. t
