CHANGE IN TAMPA MANAGEMENT. Tampa, Fla., January 2S. Todays racing was overshadowed bv tho announcement that, beginning with .Monday, there will be a change in the Tampa track management, and that Sam Stephens, George Norse and their associates will succeed Smith.
