JUAREZ TRACK CONDITIONS REMAIN BAD. El Paso. Tex., February 21. The Juarez track continues deep with holding mud. The result is that today the horses were staggering iu nearly all the finishes. Continued cold weather and the bad track conditions materially affected the patronage, only the dyed-in-the-wool regulars braving the inclement weather. The prevailing conditions also have a noticeable effect on the program, horsemen being somewhat averse to running their charges. Form followers did not fare so badlv. despite the ordinary fields and unfavorable conditions, as the favorites continue to win. Frank St. I. Skinner, judge at the Salt Lake City and Ogden meetings, who controls the form chart privileges here and on other western tracks, arrived today and will remain throughout the meeting. Eddie Dale and Maxdice. the two Derby candidates sent here by C. 1. Watcrhouse. are both ill with severe colds contracted en route from Oakland. Jockeys T. Rice and Kooney have been suspended for ten" days for rough riding.
