PLANS FOR SARATOGA MEETING. New York. February 24. Although the racing associations of New York have not yet made public their plans for tho coming season, the Saratoga Association is going forward with preparations for a most ambitious meeting. Three stakes have already been closed and the other fixtures will be opened during the coming month. By April 1. twenty-eight stakes in all will have been closed for this meeting. Twenty-four of these are on the Hat and the remaining four are for the steeplechasers. They comprise much tiie same list as that of last season.
