DWYER TRACKS WILL BE IN LINE. Now York, February 24. P. J. Dwyer. after looking over the racing situation here, said that he is ready to abide by the decision of a majority of the track owners. "If thej- decide to go ahead," said Mr. Dwyer, "Graveseud and Aqueduct will opeif. but before that .occurs I hope the racing interests will got some relief from the courts. The present laws, in my opinion, are both drastic and unconstitutional and cannot stand a legal test. It is not a crime to bet. according to a ruling by the Court of Appeals, and that is why I believe the directors liability act will be declared invalid. If it is. racing will go on. but under modified conditions."
