MAY CREATE A COMMISSION PLAN FOR STATE SUPERVISION OF RACING IN CALIFORNIA TAKES SHAPE. Committees of Legislature Take Favorable Action on Two Measures Differing in Detail But With Identical Object in View. Sacramento, Cal., March 1C. Progress is being made by the Legislature on the two bills designed to create a state racing commission for California. The Public Morals Commit ten of the Assembly has amended the Bohnet hill, on the initiative of Assemblyman A. Shragia of San Francisco, so as to legalize race meetings of twenty-live days instead of the fifteen days originally proposed. This amendment, had the support of C. T. Boots and other breeders, who have been working at Sacramento in ihe Interest of the racing commission plan. Assemblyman Sbragia intends to proiwse a further amendment providing for the legalizing of pari-mutnel betting at such meetings, when the report of the committee comes before the Assembly in a day or two. The Senate Judiciary Committee has reported fa-vorahly on a bill introduced by Senator Campbell f Han Luis Obispo providing for tiftecn-day meetings tinder the authority of a state racing commission; No betting may be done by anyone, but owners may hang up purses or prizes according to the provisions of this measure, which prohibits any connection between the race meetings and any poolroom. The bill is designed to allow owners of fast horses to associate themselves for ihe purpose of holding speed competitions. The nurses may be raised among the owners in order to stimulate interest. The state racing commissioners are to hold olliee for four years. They will be five in number, appointed by" the governor.
