PROPOSED NEW YORK LEGISLATION. Albany. N. Y.. March 31. The bill which Assemblyman iMartin of Saratoga introduced in the Legislature yesterday calls for the repeal of the obnoxious directors personal liability law and also seeks to strike from the present law the words "or any other enclosure or place" in the section that enumerates the places where the laying of wagers is made a crime. Assemblyniau Martin said, in reference to his action: I have presented this bill because the fanners in mv county desire to have horse racing at the county fairs, lu fact, the directors of the fairs intend to resign if something is not done along the lines my bill suggests. I am introducing this primarily to cover county fairs. What it may affect outside of that is of iw interest to me." The Saratoga race track is located in Assemblyman Martins district.
