EATEST AS TO NORFOLK SITUATION. Jsorfolk, Ya., March 451. There is to lc no change in tlje prograni,,fQr; the spring meeting of the Jamestown Jockey Club, and the: authenticity of the stories from Richmond in which iovernor Maun is quoted as saying that lie would come to Norfolk if necessary to prevent the races, is denied by people close to the chief executive. Governor Mann said he Would not tolerate any violation of the Virginia anti-betting law, and Manager Levy of the Jamestown Jockey Club says there will he no violation of the law. Attorney-General Williams has informed Governor Mann that lie has no authority to prevent the races. All he can do, says -Mr. Williams, is to call the matter to the attention of the authorities of Norfolk County, and it is up to them to see that the law is not violated. Judge Joseph T. Lawless of Norfolk County, within whose jurisdiction the race track Is located, has not! tied J. Sidney Smith, a Norfolk lawyer, who appears to have called Governor Manns attention to the proposed meeting, that if there are violations of the law he will summon a special grand jury and have the matter probed. The races will he run and there is little probability of their being stopped before the end of the meeting, according to well-lufornied local opiuiou.
