JOCKEY RALPH IS RULED OFF. Pcnsacola, Fla., April 14. Jockey Ralph was ruled off the turf for life this afternoon by the judges here, it being charged that he deliberately restrained Jus Hartridge in the second race to allow Charlie OBrien to win. Gus Hartridge seemed best in the race. The ring quoted au extremely short price against the winner. The judges will look into the race further and will have trainer Jack Phillips before them, as well as J. Kern, in whoso name Gus Hartridge runs. The meeting here will terminate on Tuesday next with the expiration of the fifteen-day period for which it was originally scheduled.
