PROSPECTIVE LEGISLATION AT ALBANY. Albany, N. Y.. May 1. Bills are to be introduced in the Legislature here this week affecting racing. One bill ready for introduction will make the directors liability law applicable only to such enclosures or buildings as are intended for gambling purposes and not to those where gambling is incidental. A second bill adds a new section to tlie penal ctde defining a bookmaker as one who quotes odds or accepts wagers from the public in general. For several weeks men well known in racing circles have been in Albany. It was well known that they hoped to secure legislation which would repeal or nullify the sweeping provisions of the directors liability law, which provides that trustees w directors of racing associations may be jailed if anyone Is found betting on their premises. It was the great scope of this law which caused the jockey clubs of the state to decide not to race this year. It is believed that one or the other of the measures mentioned will be found acceptable to Governor Dix. There is a third bill, repealing the directors liabilitv law, introduced by Assemblyman Martin of Saratoga, now before the assembly, but it is not thought it will pass.
