HORSEMEN WILL BE GIVEN REPRESENTATION. Spokane, Wash., July 21. Horsemen who come iierc to race during the inaugural meeting of the Coeur dAlene Fair and Racing Association will be invited to select two members of the board of stewards that will supervise the racing at the Alan track. The new course will he entirely completed within two weeks, according to W. W. Finn, superintendent of construction, when a large contingent of British Columbia horses are expected to take up quarters at the track preparatory to the opening. Frank St. D. Skinner, who will serve as handicap-pcr and judge, is expected here Sunday for a conference witli the Coeur dAlene Fair and Racing Associations officials. General Manager Shelton and Steward ITllden-brondt of the Coeur dAlene Association-have gone to Butte to make a canvass of horsemen now racing there in the interest of the approaching "meeting.
