RACING MEASURE A NEW YORK ISSUE. Sumner Curtis, writing to the Chicago Record-Herald of political conditions in New York State, says: "While the present legislature is Democratic and while several matters of deep concern to the party leaders were put through, there has not been that, absolute control .which makes it possible to carry out an entire program. The racing bill, for instance the. measure which seeks to revive the betting feature that is the foundation of horse racing failed to become a law. There is scarcely a doubt that the racing bill will be an issue for some time to come and one of the phases of the light against Charles F. Murphy, the leader of Tammany Hall, that attracts most attention is the one involving his desire to restore racing with such auxiliaries as" will make it profitable as well as Interesting."
