PROGRESS ON CHARLESTON TRACK. Charleston, S. C. November 1. Lumber is being delivered rapidly and work is progressing well on the new track that F. J. Pons and his associates are building here for a winter meeting beginning In January. Mr. Pons announces that he will be in a position to begin the stabling of horses at the new course December 1. The stake blanks, of the meeting are in the hands of the printers and will be ready for distribution by the end of this week.
