GOVERNOR GONZALES MAKES IT OFFICIAL. Juarez, Mex., November 1. A message received here from Governor Gonzales of Chihuahua announces there will be no official interference with betting at the Juarez, race track during the winter meeting, which opens November 30. This announcement was drawn out by the circulation of a report that all betting would be prohibited.
