EUROPEAN WAR DEVELOPMENTS. The great armies of Germany and Russia are preparing for a new battle in Russian Poland which, in the opinion of military critics, will eclipse in intensity the recent series of sanguinary contests. News troni the eastern theater of war indicates that the Germans are planning another general advance toward Warsaw. Tlie German campaign in France and Belgium will be halted, it is believed, for the sake of possible victories in Poland. That both the German aud Russian armies are girding for a supreme struggle is indicated by the present comparative lull In the lighting. The Germans are hurrying up reinforcements from Silesia and even from France and Belgium. Tlie Russians are strengthening their lines and sending new masses of fresh troops to the battle front. It is tlie opinion of military men in Loudon that events have forced the Germans to stake the integrity of Prussian and Silesia on a desperate offensive campaign iii Russian Poland. In spite of valor and iron resolution the Germans have not been able to keep the Russians out of East Prussia nor from advancing until they are ready to besiege the Austrian fortress of Cracow, which is tlie main bar to an invasion of Silesia. Therefore, the Germans must win a decisive victory in Russian Poland or subuit to an invasion on their most prized provinces by tlie Russians. A dispatch from Petrograd states that tlie Germans have been reinforced at Ilovo and at Lowicz, where the fighting is furious. In the battles before Lodz and Petrokow the fighting is proceeding most vigorously along a forty-mile front. At Czeusto-chowa the Germans are preparing for a siege. The town lias been turned into a fortress. The latest official reports from Petrograd reveal that the Germans in Poland now hold a zigzag line which begins-at Piock, on the Vistula, aud extends in a generally southerly direction through Tunbinnen, Kutno, Lowicz, Zgierz, Liutoniierz, Lask and along the east bank of the River Warthe west of Petrokow a distance of about 130 miles. Lowicz is the spearhead of their position, and to that town the Germans are clinging with desperate energy. North and south of the position they have filled gaps in tlie line with reinforcements. Tlie Italian chamber has passed a vote of con-fiudeuce in the government 413 to 49. Admiral Bettolo. former minister of marine, presented tho resolution calling for a vote of confidence iu the cabinet. The admiral said he approved of the reasons for neutrality as given by Premier Sal-audra. The Norwegian steamer Conrad Mohr, oil laden, from Philadelphia, Nov. 10, was captured by a British cruiser while proceeding to Christiania, accorrding to a dispatch to the Exchange Telegram company. The Servian cabinet, headed by Nikola Pachitch. has resigned and Premier Pachitch is forming a new ministry. King George lias returned to England from France, where he visited the British forces at the front.
